Notices and Advertisements Southern Management Group shall assist the Owner in preparing and placing notices and advertisements to solicit bids for the Project.

Qualifications Southern Management Group, with the approval of the Owner, the Owner’s legal cousel and regulatory authorities, shall prepare Pre-qualification requirements for prospective contract bidders. Southern Management Group shall assist in the formation of a committee to review the qualifications and shall provide guidance throughout the process.

Delivery of Bid Documents Southern Management Group shall expedite the delivery of Bid Documents to the bidders. Southern Management Group shall obtain the documents from Design Professional and arrange for printing, binding, wrapping and delivery to the bidders. Southern Management Group shall maintain a list of bidders receiving Bid Documents.

Bid Promotion Southern Management Group shall conduct a telephone and correspondence campaign in an attempt to
increase interest among qualified bidders.

Pre-Bid Conference In conjunction with the Owner and Design Professional, Southern Management Group shall conduct Pre-Bid Conferences. These conferences shall be forums for the Owner, Program Manager and Design Professional to explain the Project requirements to the Bidders, including information concerning schedule requirements, time and cost control requirements, access requirements, the Owner’s administrative requirements and technical information.

Addenda Southern Management Group shall receive from the Design Professional a copy of all Addenda. Southern Management Group shall review Addenda for clarity, consistency and coordination among the contractors. Southern Management Group shall distribute a copy of all Addenda to each bidder receiving documents.

Bid Opening and Recommendation Southern Management Group shall assist the Owner in the bid openings and shall evaluate the bids for responsiveness and price. Southern Management Group shall make recommendations to the Owner concerning the acceptance or rejection of bids.

Post-Bid Conference Southern Management Group shall conduct a Post-Bid Conference to review contract award procedures, schedules, project staffing and other pertinent issues.

Construction Contracts Southern Management Group shall deliver and execute the Contract Documents. Southern Management Group shall issue to the Contractors the Notice of Award and the Notice to Proceed on behalf of the Owner.

Pre-Construction Conference In consultation with the Owner and Design Professional, Southern Management Group shall conduct a Pre-Construction Conference during which Southern Management Group shall state the project reporting procedures and other rules.

Construction Administration Procedures Southern Management Group shall establish and implement procedures for expediting and processing requests for information, shop drawings, material and equipment sample submittals, Contract adjustments, change orders, substitutes, payment requests and the maintenance of logs.

Project Site Meetings Southern Management Group, as an agent of the Owner, shall attend all on site meetings and provide detailed reports and minutes of meetings to the Owner and Design Professional.

Coordination of Independent Consultants Technical inspection and testing provided by the Design Professional or others shall be coordinated by Southern Management Group. Quality Assurance: Southern Management Group shall establish and implement a program to monitor the quality of the construction. The purpose of the program shall be to assist in guarding the Owner against defects and deficiency in the work of the Contractor.

Construction Schedule Report Southern Management Group shall review the progress of the construction of each project and provide monthly reports to the Owner for his review. Should the Contractor fall behind the approved schedule, Southern Management Group shall provide input into steps to be taken or required to meet the completion dates required by the Owner. Permits, Insurance and Labor Affidavits: Southern Management Group shall verify that the Contractor has secured the required building permits, bonds, insurance, labor affidavits and waivers.

Management Information Systems (MIS)

Schedule Maintenance Reports Southern Management Group shall prepare and distribute Schedule Maintenance Reports during the Bid and Award Phase. The Reports shall compare the actual bid and award dates to scheduled bid and award dates and shall summarize the progress of the Building Program.

Project Cost Reports Southern Management Group shall prepare and distribute Project Cost Reports during the Bid and Award Phase. The Reports shall specify actual award prices and construction costs for the Project compared to the Project and Construction Budget.

Cash Flow Reports Southern Management Group shall prepare and distribute Cash Flow Reports during the Bid and Award Phase. The Reports shall be based on actual award prices and construction costs for the Project and the Reports shall specify actual cash flow compared to projected cash flow.
